Operation and Maintenance of Roads and Assets
Project Description
The project focuses on the humanization and development of secondary and central roads, alongside enhancing the urban landscape in the Madinah region. It includes the addition of pedestrian sidewalks, a running path, a bicycle lane, parking lots, and urban furniture that reflects the unique identity of Medina. Elements such as specially designed chairs, trash cans, and other street furniture will be incorporated to enrich the aesthetic appeal of the area. This initiative aligns with the Kingdom’s Vision 2030, aiming to improve quality of life, promote sustainability, and create an environment that fosters both modernity and cultural heritage. The scope of work includes supervision of the following projects:
Package A
- Enhancing and upgrading of roads and streets in the northwest of Al-Madinah (Contract 43111).
- Maintenance and rehabilitation of guide signs, road markings, and traffic safety works (Contract 44075).
- Enhancing and upgrading of roads and streets in the northeast of Al-Madinah Al-Munawwarah (Contract 44036).
- Development and rehabilitation of sidewalks in the western neighborhoods of Al-Madinah (Contract 43085).
- Enhancing and upgrading of main roads in the west of Al-Madinah Al-Munawwarah (Contract 43084).
Package C
- Development and rehabilitation of Prince Sultan bin Abdulaziz Road at its intersection with Ameer Al-Mu’mineen Omar bin Al-Khattab Road (Contract 44077).
- Improvement and upgrading of roads and streets in the southeast of Al-Madinah Al-Munawwarah (Contract 44054).
- Rehabilitation and development of Al-Hijrah Road – Phase Two.
- Rehabilitation and development of King Saud Road for the section between Al-Salam Road and Imam Muslim Road (Contract 45068).
- Completion of the intersection works of Khalid bin Al-Walid Road (Zones A, B, and C) in Al-Madinah Al-Munawwarah.

The project scope includes the following enhanced services for comprehensive design and construction supervision:
Design Review of Roads and Structural Works:
Thorough evaluation and review of all road designs and structural works to ensure they meet safety standards, regulatory requirements, and project specifications. This includes addressing design challenges and proposing improvements for optimized functionality and durability.
Construction Supervision:
- Traffic Management during Construction: Effective management of traffic flow and safety during the construction phase, ensuring minimal disruption and safeguarding public and worker safety.
- Quality Control: Rigorous inspection, testing, and evaluation processes to ensure that all materials and work performed meet the highest quality standards and regulatory requirements.
- Time and Progress Control: Continuous monitoring of project timelines, tracking milestones, and implementing corrective measures to address delays, ensuring the project stays on schedule.
- Contract Administration: Management of all contract-related activities, including the timely processing of variation orders, resolving disputes, and overseeing claims management to maintain project integrity and minimize risks.
- Contractor’s Submittals Review and Approval: Detailed review of contractor submittals such as materials, shop drawings, and method statements, ensuring full compliance with project specifications and regulatory standards.
- Management and Control: Proactive identification, assessment, and management of risks throughout the construction process, ensuring that potential issues are addressed promptly and effectively.
- Certificates Review and Approval: Careful verification of payment certificates, ensuring they reflect work completed to date and comply with contractual terms before approvals are made.
- Project Documentation and Reporting: Comprehensive maintenance of all project documentation, including progress reports, meeting minutes, and change logs, ensuring clear communication and proper record-keeping for all stakeholders.
- Of As-Built Drawings and Final Payment Certificate: Final review of as-built drawings to confirm accurate representation of completed works, and validation of the final payment certificate to ensure that all contractual obligations are fulfilled before project closure.
These enhanced services ensure efficient project execution, adherence to timelines, budget control, and compliance with quality and safety standards, contributing to the successful and seamless completion of the project.
